Case Western Reserve Law Professor Richard Gordon’s paper, “Moving Money: International Financial Flows, Taxes, & Money Laundering,” co-authored with Andrew P. Morriss, climbed to the top five SSRN downloads of all time in the International Political Economy category with 1,157 downloads.

Published in Hastings International and Comparative Law Review, Vol. 37, No. 1 – Winter 2014, the paper argues that political leaders and other organizational claims of secret offshore, untaxed wealth are often made without a thorough understanding of how international financial transactions work.

“Moving Money” also argues that more regulation demands are often made under the assumption that such transactions need to be highly controlled in order to be lawful.
