The lecture will address specific legal and human rights issues related to vulnerable populations, including children, women and workers, who are particularly susceptible to the adverse effects of hazardous substances and wastes. The lecture will be beneficial for governmental attorneys, legislators, policy makers, litigators, corporate attorneys, and labor lawyers.

Baskut Tuncak
Special Rapporteur on Toxic Waste and Human Rights

Mr. Baskut Tuncak is the Special Rapporteur on Toxic Waste and Human Rights. He assumed the mandate of in August 2014. The Special Rapporteur has the task to monitor the adverse effects that the generation, management, handling, distribution and final disposal of hazardous substances and wastes may have on the full enjoyment of human rights, including the right to food, adequate housing, health and water.

Mr. Tuncak is also a senior attorney and chemist with the Environmental Health Program of the Center for International Environmental Law where he provides legal analysis of national and international laws relevant to the management of toxic chemicals. He does considerable analysis of differences between EU and US approaches to chemicals management, and in the development of international treaties (e.g. Stockholm Convention on Persistent Organic Pollutants) and policy frameworks (e.g. the Strategic Approach to International Chemicals Management or SAICM).

Before joining CIEL, Baskut spent several years as synthetic chemist with small pharmaceutical and synthetic biology companies, specializing in DNA synthesis for medicine, alternative energy, and other applications. Baskut serves in various advisory roles to both governmental and non-governmental initiatives. Baskut is based in Washington, D.C. and licensed to practice law in the District of Columbia.
